AI Vendor Selection: Copilot, ChatGPT Enterprise, Claude or Azure OpenAI

AI vendor selection compares tools such as Microsoft 365 Copilot, ChatGPT Enterprise, Claude and Azure OpenAI on your own tasks, your data-location rules and total cost, and ends with a written recommendation.

In short

  • Four common options for Canadian organizations: Microsoft 365 Copilot, ChatGPT Enterprise or Business, Claude Team or Enterprise, and Azure OpenAI for building your own apps.
  • Data location differs: Azure OpenAI can process prompts in Canada East for some models; OpenAI offers storage at rest in Canada for eligible customers; Anthropic processes in the US or globally.
  • OpenAI and Anthropic state that business-tier data is not used to train their models by default.
  • In a stand-alone comparison, quoted on a call, we test the shortlisted tools on 10–20 of your real tasks and score the output before you sign.
  • A tool recommendation is part of the AI Opportunity Audit ($2,900 CAD + HST); a stand-alone comparison with pilot tests is quoted on a call.

Your situation

Vendor choice usually lands on the desk when a decision has a deadline. Typical cases:

  • Microsoft renewal. The Microsoft 365 agreement is up, and Copilot is on the quote.
  • Staff already chose. Teams use ChatGPT, Claude or Gemini on personal accounts, and leadership wants one approved tool.
  • Data rules decide. Clients, a funder or Quebec obligations require knowing exactly where prompts are stored and processed.
  • Building AI features or automations. You plan AI features or automations and need an API platform: Azure OpenAI, OpenAI, Anthropic or several.

For automation, the choice is often between Power Automate (with AI Builder and Copilot Studio, inside Microsoft 365) and n8n, which is free to self-host for internal business use under its Sustainable Use License. See AI workflow automation.

What the selection includes

Requirements. Tasks, users, data classes, integration needs and the rules that apply to you, including PIPEDA and Quebec Law 25.

Shortlist. Two or three options that meet the data and integration rules.

Hands-on test. 10–20 real tasks from the teams, run in each shortlisted tool, scored for quality, time saved and data handling.

12-month cost. Licences, required plans, usage-based fees and the internal time to administer each option.

Recommendation. Written, with the rollout steps, the settings to change on day one and the AI use policy points it requires.

How long it takes

In our experience a stand-alone comparison usually takes two to three weeks, most of it spent collecting real tasks and running the tests. It depends on trial access from vendors, the number of teams involved and procurement steps on your side.

What it costs

A tool recommendation is part of the two-week AI Opportunity Audit at $2,900 CAD + HST. A stand-alone comparison with hands-on tests across several teams is quoted after a 30-minute call. Licences are paid to the vendor directly. All packages are on the pricing page.

Why Remolda for vendor selection

  1. Licences in your name. Contracts and admin accounts stay with you.
  2. Tested on your tasks. Scores come from your work, with the prompts and outputs kept.
  3. Data location checked per vendor, with the source and date of each statement.
  4. Cost over 12 months. Licences and running costs in one table.
  5. Rollout support available. Remolda can also train staff on the chosen tool, see Copilot and ChatGPT training.

How the work runs

Vendor selection sits in the Audit and Strategy steps of the Remolda Cycle.

  1. Call. Scope, teams, deadline.
  2. Requirements and shortlist. Rules and integrations first.
  3. Test. Real tasks in each tool.
  4. Recommendation. Scores, 12-month cost, rollout steps.
  5. Rollout. Settings, policy, training, or an LLM integration if you are building.

Frequently asked questions

Microsoft 365 Copilot or ChatGPT Enterprise: which is better for a Canadian company?

Copilot fits organizations whose work lives in Microsoft 365, because it works with the files, email and Teams content users already have access to. ChatGPT Enterprise fits broad use across roles and tasks outside Microsoft apps. We recommend testing both on the same tasks before choosing.

Can AI tools keep our data in Canada?

Partly, and it varies by vendor. Azure OpenAI processes prompts in Canada East for some models with standard deployments. OpenAI offers storage at rest in Canada for eligible API customers and new ChatGPT Enterprise and Edu customers, with processing elsewhere. Microsoft expects in-country processing of Microsoft 365 Copilot interactions for Canada in 2027.

Is Claude available with Canadian data residency?

Anthropic's own API processes requests in the US or globally. Through Amazon Bedrock from the Canada (Central) region, logs and stored data stay in Canada while inference runs in US or global regions.

Do OpenAI and Anthropic train on our business data?

Both state that, by default, they do not use data from their business products (ChatGPT Enterprise, Business, Edu and the API; Claude for Work and the Anthropic API) to train their models.

What is Azure OpenAI and when does it make sense?

Azure OpenAI gives access to OpenAI models inside Microsoft Azure, under your Azure agreement and security controls. It makes sense when you build your own applications or automations, already run on Azure, or need prompts processed in a Canadian region.

How do you compare AI tools fairly?

We collect 10–20 real tasks from the teams that will use the tool, run them in each shortlisted product, and score output quality, time saved, data handling and admin effort. Licence cost and required plans are added to give a 12-month total.

Who buys the licences?

You do, directly from Microsoft, OpenAI, Anthropic or another vendor, so contracts and admin accounts stay in your name.

How much does AI vendor selection cost?

A tool recommendation is included in the two-week AI Opportunity Audit at $2,900 CAD + HST. A stand-alone comparison with hands-on tests across several teams is quoted after a 30-minute call.
